A derogatory term used to describe someone who is at a clearly inferior level on some key dimension (intelligence, integrity, personality, etc.). Often combined with "Fucking" for greater effect.

My co-worker tried to steal $100K dollars from me through an accounting trick. What a fucking footstool.
