Usually identifiable by the presence of watered-down traits similar to other antagonists of the series, but inevitably less menacing. Total defeat of the fillain is preordained by the fact that nothing can possibly happen to harm the main character(s) until the next major canonical story arc.

The Naruto anime had so many fillains that I couldn't watch it anymore.
