When someone is having a party but doesn't want to overtly say they are having a party.
Common term among high school people
Usually used to define parties with less than 50 people, more than 50 people is sometimes defined as a rager

"What are you doing tonight?"
"Getting fucked up!"
"Where?"
"George is having people."
"Let's get drunk as fuck!"

2)To insult someone and then claim it was a joke.

1) Builder: We should be able to finish working on your kitchen in about two weeks
Man: You’re having a laugh mate!

2)To insulted friend :Oh come on I was just having a laugh!
