A person (usually a lonely male) who believes that a materialistic item will make him appear cooler and more popular. He will usually come up and ask you what you think about his new {item} seeking your opinion instead of waiting for you to comment on it yourself.

Tool:Hey check out my hat!
You: Hmmm seasame street, original you tool.

one who is devoid of any personality and unable to socially bond with peers due to his strict take on a system's arbitrary regulations and their avid desire to uphold them (eg. through white slips)

Mirabelli is such a tool, not only does he lack any real command authority, he blindly enforces the regulations. If you go to him with a real problem chances are you are getting pulled.

A Completely Useless Person.
-This goes far beyond being a so called "tool"...at a least a tool, the object itself, can be useful. Whereas a Toolbag is completely Useless apart from Holding 'tools' Itself.

-Kind of like designing a shovel that would stand up by itself,...instead of a person standing there "holding the shovel up" and watching the other person working.
