A request that you do something, but doing it is formed as a pseudo question--often by a figure of authority--that's really a statement. (BTW--requests from your girl/boy friend in such a manner don't count; that's called rhetoric).

When you give someone a requirement or request (i.e., tell them what to do) but deliver it in the form of a question, making it seem like they have a choice.
At the end of the meeting Sam's boss said "You'll send that report to me by 5pm today, right?".
When Sam was getting ready to head home Pat said "You better send that file before you go, if you don't you're going to get in big trouble!"
Sam sighed and looked for the report, knowing it wouldn't be read for a week (if ever) but also knew he'd hear about it in his annual review if he ignored another requestion from his manager.

Where you ask someone if he can take you somewhere in his vehicle, but "only if you're going anyway"; this ensures that he will not hafta use much if any extra gas to accommodate your travel-needs.
I really appreciate how my neighbor always lets me ride along in his pickup truck to the big city whenever I want to pick up bulk supplies at Home Depot or WalMart, and so I always just make OIYGA ride-requests whenever possible, and then I either reimburse him for his gas or perform a few odd jobs for him in the rare instances when I actually do need a "special ride".
