A movement that seeks to save the earth and humanity by decreasing the population of the earth. And the only effective way the people in the movement think that possible is to exterminate a portion of the earth population, or in other world by increasing the death rate.
Most people in the movement think it should be done by lottery.

Population is the part of the prison or penitentiary where the majority of the prisoners are held. As opposed to solitary confinement or the psych ward.
