"Habitual Offender" Used by police. For someone that continuously is charged and convicted of a crime or crimes.
Most likely where the use originated from, when referencing Hookers, Prostitutes and Whores.

You should move to Nevada and work in brothel, where whores are legal. Then you wouldn't be such a ho, at least for that!

In the late 1960's and early 1970's, Afro-Americans would call a woman a "hole" implying the meaning of a prostitute or whore. The result sounded like "ho" (think Ebonics).

People mistakenly believe "ho" is a shortened version of whore rather than hole.

That ho on the corner makes a lot of money on a good night from those college frat boys.
