They usually act like they own the place, and often scare those they deem "undesirable" away, using veiled threats and ostracization. Many of them have practically no life outside of existing in the same shitty apartment complex for the last several decades.
A Crustapo has a few weaknesses, such as knowing your rights as a tenant and your landlord's rights, secretly gathering evidence to hold them accountable for violations of rights or lease agreements in court, and ceasing to give the slightest fuck what any of them think once you know you're playing by the rules.
