When a place is extremely packed with people and your body is almost touching the person in front of you, and you're moving at a slow pace (1 inch per 3 seconds) you sort of wobble sideways like a penguin with every step. Commonly experienced at a very crowded and popular night club and such places.
Man! It was penguin packed, took a very long time just to move from one end of the room to the other!
