Steals must be completed without causing an accident, bodily harm, property damage, and without getting the attention of law enforcement. (Completion of a steal is followed by a fist bump if you are in the company of others).
Making steals would include making an illegal left turn during rush hour traffic across a 3-lane highway without causing an accident.
