An idiom used when people (mostly kids) mess around and sometimes abuse their leeway when someone in authority is not around. Used to describe disobedient people, like kids.
Person 1: Have you seen the kids in the classroom? Person 2: Yeah, the teacher ain't around and they're abusing their leeway. Person 1: Well that's a problem. When the cat is away the mice will play anyway.

A subspecies of hood rats, the county mouse is a person who may be found in suburban areas, living the "thug life". County mice have infested most non-urban biomes, especially those not already settled into by their superior, the hood rat. The county mice population can be spotted while popping wheelies in parking lots, waiting at the bus stop, or, when on the move, jaywalking. This wild species will seek mates in "thots" and compete for their attention. They typically communicate in their native calls, and tend to participate in activities of "niggativity"
