Anybody can speculate about anything, but people who have some background knowledge on a topic can at least smartulate.

As a carpenter with a bathtub in my house, I can speculate about what caused that dam to overflow; but I would prefer to hear someone who knows anything about dams, but wasn't at that dam, smartulate about what went wrong.
