Whoosh Parrot

Derived from the 'Whoosh' reply to a joke which goes over non-intellectual heads. Originally signified by waving the flat hand just above the head.
The 'Woosh Parrot' was developed as a medium to convey the same message in a visual form for internet fora such as 'Pistonheads'

It literally means "dog" in Spanish, but in Mexico it has many meanings. Not only does it have many meanings as a noun, it is also a verb:
-Difficult.

-Awesome.
-Ambitious in a sexual context.
-Ambitious in a career-like context.
-Verb: "To Dog" Dancing Reggaetón in a very sexual way.
-Verb: "They dogged it" A group of people gathering aggressively around an individual or product

-Difficult. "Este examen estuvo bien perro!" - "This exam was really difficult!"
-Awesome. "Este disco de Metallica esta bien perro!" - "This Metallica album is awesome!".
-Ambitious in a sexual context. "Este guey es bien perro!" - "This dude is such a sex hound!"
-Ambitious in a career-like context. "Este guey es bien perro!" - "This dude is a go getter!"
-Verb 1: "Vamos a perrear!" - "Let's go dogging!", or "Let's go dance reggaetón!"
-Verb 2: "Se aperraron todos en el Black Friday!" - "Everybody dogged the cheap TVs on Black Friday", or "Everybody piled on top of each other around the cheap TVs on Black Friday!"

dead parrot legislation

A piece of legislation whose title either intentionally or otherwise:-

1) Has little or nothing to do with how it will operate in practice. It may even be completely ineffective.
2) In practice does the exact opposite to the title.

Could also be described as a dud, con, fraud or even surreal.

The term refers to a famous Monty Python sketch about a dead parrot.

"...the Attorney General needs to look at this consultation paper again. If he doesn't we could end up with a piece of dead parrot legislation..."
