After hours of long, hard, stiff, sticky research I have come to the conclusion that this is plainly not the case. First we must decipher what a "femboy with vagina" is:
1) fem = an abbreviated term for feminine, here meaning presenting feminine via clothing, as well as possibly voice and other features of one's presentation
2) boy = a boy is simply someone who identifies as male, not necessarily someone with a penis
3) with a vagina = in some degree they are "with" a vagina. In our context this could mean either they themselves have a vagina OR they are in the presence of a vagina, likely to indulge in sexual acts
Now that we have picked apart each word of this term lets compile this information. A femboy with a vagina is:
A) Noun; A male, likely of whom is an afab transgender man and therefore pre-op, of whom has the female genitals of a vagina and whom also presents themself in a feminine manner

Like some tomboys, They may even wear womens clothes or cosplays (aka crossplay) in public or at conventions respectively. Though they are more rare to see than tomboys
However, contrary to what some people may think, there are a few misconceptions about Femboys:
1. Like tomboyish women, Being a Femboy doesn't necessarily mean the person is transgender, is transitioning, and/or homosexual or bisexual. While these two communities may intersect, Femboys can also be heterosexual men too that wear feminie clothes and/or exhibit feminine behaviors.
2. Just because a man crossplays or exhibits feminine behaviors doesnt mean they are a femboy.
At the end of the day, we are all human and behaviors shouldn't be catergorized as masculine or feminine.
