This term appeared by uniting of 2 words - "rocket with wings" and "democracy" during war in Lybia in the march of 2011. The war was started by USA, France and Britain under the mask of operation "Odyssey.Dawn" and no-fly zone UN resolution №1973. Later another NATO countries and Qatar joined this operation. The term was composed by medical workers of one lybian hospital after their hospital and some houses for aged people and other civil locations and common people's flats were bombed
