Contrary to popular use today, originally in the 1960's this was a teenage boy that would be used to lure gay men into situations where they would be beaten and robbed.

Often a group of young men would go to a location known for gay men having anonymous sexual encounters and hide. They would then send out an attractive teenage boy to be approached by gay men. He would in turn lure the man into a remote location where the group would be waiting. Once they were there the group would beat and rob the gay man.
They didn't fear legal repercussions because at the time the men would be jailed for homosexual activities so they often wouldn't report the incident.

Hey guys we need some money to enter the big race this weekend. Let's send this queerbait out and rob some cock suckers.
