Used as a derogatory term for someone super tight with their money or someone not very generous, and could cheat anyone for a penny.

The state of being cheap and effective in cost at the same time. Essentially the same as being a Guju (one of those from the indian line of stringiness) and a jew, known for their cheapness and ruthfulness in finding a cheaper cost.
