San Francisco Bay Area slang for auto burglar. A person who smashes car windows and steals items left visible inside parked cars, usually bags or laptops. Bippers work alone or in teams with another car acting as a getaway vehicle. Evidence of bip culture in the bay area is multiple burglarized cars showing temporary window coverings.
