Refers to a person participating in illegal vehicular activities; for example,
- Participating in street racing
- Driving at speeds far exceeding the speed limit
- Engaging in burnouts or drifting
These activities are usually done at night by Provisional drivers in Facebook marketplace shitboxes but can also be done by actually competent drivers

Living near the freeway sucks because of idiots hooning their catless Holdens at night
