Half-fired
Describing a person whose cognitive and moral reasoning faculties developed incompletely . Pulled from the kiln of experience, reflection, and social formation before setting ; resulting in a character that appears formed but collapses under pressure into socially toxic, psychologically dirty behavior. Not a synonym for stupidity or mental illness. A half-fired person may be educated and articulate. The deficiency is structural and moral ; the reasoning-moral axis never hardened.
The danger wasn't that he was cruel. The danger was that he was half-fired ; confident enough to hold office, underdeveloped enough to never question the harm he caused.
