Someone with thyroid problems ( they have a bloated throat ). This term is used mostly in a negative manner (to make fun of someone with thyroid problems ).

It can also be used in a name calling manner.

“Hey look harry is developing an ugglewump“
Name calling : “haha look the ugglewump is back at school again”
