People that you use as temporary friends while adjusting to a new environment (i.e. first semester of college, new place to live) with the intention of ditching them to find more long-term friends.

Once I got into a fraternity second semester, I totally ditched my starter friends.

A person you may hang out with when you go to a new city, new job or new school that you know you would never hang out with once you met some real people worth hanging out with

Girl: "what ever happened to what's his name from your work?"
Boy: "oh, i met some chill people at work so i don't hang out with him anymore. he was just a starter friend."
