Fighting game terminology.
Ryu and Ken from Street Fighter are inherently shotos. Calling another character a shoto is essentially comparing them to Ryu and Ken.
Typically, "shoto" means having equivalents to the Hadoken, Shoryuken, and Tatsumaki Senpukpaku. However, main characters and gi-wearing characters are also sometimes put under the label.

Shoto, also known as Todoroki Shoto, hates Endeavor. He doesn’t use half of his quirk because he hates it. Shoto hates a lot of things, come to think of it. But then precious cinnamon roll broccoli boy(Deku) told him it was his power and it massively backfired. Shoto is both hot and cold all of the time. He is from the anime: Boku No Hero Academia or My Hero Academia.

Shoto Todoroki aka Icy hot . My husband . His strong amazing , really hot . So hot did I mention hot . Hates his dad . Works to be good , and the best , really chilled just don't piss him off .
