It's an interjection, always used to settle a baby or child down to sleep.

"rock-a-bye, Baby," sang Alfred in strident tones and he swung the child high in his arms.

Rock-a-bye Baby 

Is a nursery rhyme and lullaby.

The most common version used today is:

Rock-a-bye baby, in the treetop,

When the wind blows, the cradle will rock,

When the bough breaks, the cradle will fall,

And down will come baby, cradle and all.

Rockabye 

1. When someone hits the nail on the head with a comment or comeback, the appropriate response by any participating spectator should be "rockabye".

2. When someone makes a suggestion that is simply outstanding, the appropriate response is "rockabye". Sort of similar to "amen" if you will.

Person 1: "Let's get wasted tonight!"
Person 2: "Rockabye!"
