Ped-Head 

An individual who drives a moped because they are not old enough/can't afford to own a motorbike. Ped-heads generally carry their helmets with them in public so other people will know that they own a ped. Ped-Heads tend to think they are cool and somehow superior to others who don't own a ped.
That Ped-Heads moped sounds like it's powered by triple A batteries.
