A Noti'FUCK'ation is a play on words from the term 'Notification'.
The term in general relates to unwanted spam notifications received on social networking sites such as facebook. Generally from applications.

A comment on a YouTube video made by some needy person who hasn't grown up yet. The person does it for attention from the YouTuber and others or they do it because they are just plain stupid. Normally it is both.
