A euphemism for masturbating.

Refers to the mental state people are sometimes enter while masturbating, where they want to extend and prolong the pleasure they receive from masturbation. They make grandiose "plans" on how they will carry everything out to maximize their pleasure. This state of mind is quickly lost after climax has passed.

I was going to go out last Friday night, but instead I stayed home and made plans.

I scheduled half an hour for myself to make plans. Unfortunately, I finished after 5 minutes and watched TV instead.
