Someone who follows the leader and is always copying what the popular kids do, and going where the cool kids go, even though they aren't cool themselves. Often times a govanet is hanging around people more popular than themselves in order to try to become more popular

In such pun form, it's written as two words: anal (of the ass) and govnet derived from govno (shit).
