forever family
A forever family is that family, that an orphan or a rescue animal waits to be adopted by permanently. Orphans often have to visit many families before they find someone that is willing to adopt them.
Social Worker: "I'm sorry that this meet didn't go that well. Your forever family is somewhere, out there, and I'm sure you'll meet them soon."
Kennel Worker: Naw, such a shame that your previous owner had to give you up. You're such a well trained dog! I'm sure we'll find you your forever family in no time.
