a woman (or man, i guess) who is a dicktease. could be a prude or even a stripper. basically anyone who makes your dick hard, usually without intention of actually doing anything with it.

i was with my friends and this chick and i had a disagreement. she called me an instigator; meanwhile, she's dancing and grinding her ass all over my friend's crotch. so i called her a dickstigator.
