Any change or improvement to an organisation will always result in processes becoming more bureaucratic, even if the change is specifically designed to reduce bureaucracy.
Office worker 1: Dude! I thought those changes were meant to cut red tape, but it just seems to have made things even more complicated!
Office worker 2: Yep, you can't fight the law of bureaudynamics!
