They are the raised reflectos that are on the white lines on the highway.

Botts' Dots are named after their inventor, Elbert Botts, a chemist who worked for Caltrans in the 1950s because painting the lines every year was very expensive and dangerous.
Those botts dots sure are annoying the kids are sleeping in the back seat!
