Kardashev Type 13.0 Petaversal Civilizations
A Petaversal civilization transcends frameworks of nested realities and begins to operate on the plane of pure, transcendent archetypes and platonic forms. Its "energy" is the conceptual potential behind all physical and metaphysical manifestations. A petaverse isn't a container of things, but the totality of all possible concepts, ideas, and abstractions from which any lower verse can be instantiated. This civilization manipulates the blueprints of existence before they become even a hypothetical universe.
