Someone or something that is funny and retarded at the same time. A comical insult of a place or person.

1) My friend Aaron is a big tardwhistle. (As opposed to my friend Aaron is a jack-ass.)

2) Stop acting like such a tardwhistle!

3) My boss is a real tardwhistle.

4) This place is full of tardwhistles.
