Rounds made through the shelters themselves — walking the floors, hearing complaints in person, and writing conditions down the same night, so what happens inside gets witnessed by somebody from outside.

Shelterrounds is how the complaint got believed — she'd walked that floor three nights that week and wrote it down each time.
