Noun: a silly little guy
A scampotini is just that, a silly scamp, typically is a little guy
It was coined by the VTuber Capriicant on Twitch, as it yields 1 google result, that isn't even correct. The VTuber has been using the term for years

"You're a scampotini aren't you?"
"You're being a bit of a scampotini."
