When somebody is reincarnated and returns as someone who is mentally challenged or retarded.
There was a boy who came back as a retard after being a famous celebrity in his previous life. Such beliefs stem the Buddhists who believe in Reincarnation, well reintardation is when someone comes back as a mentally retarded person.
