In this new sense, it has less to do with protection from any real disease than it has to do with stifiling freedom of speech, assembly and thought. The quarantine is a tool intended to prevent the expression of ideas that pose a challenge to the dominant social group's ill-gotten power, status and cultural hegemomy. It is a catch phrase for malicious efforts by a powerful group to silence inconvenient truths, to oppress and stifle the members of society who are being directly harmed by its agendas.
