It means to "make something popular" that other wise is unknown.

I am currently populizing this piece of literature so that by tomorrow eveyone will know about it.

another word for popping...
can be used as in to get (something) started
or as in "what's up?" or "what's going on?"

"hey john, when are we getting that great train Populating ?"
