Perhapples is similar to saying "yes, duh." It is often used when someone asks a question with an obvious answer. It is synonymous to "maybe" when it is said in the tone "mayyybeee."
For example: You are eating ice cream and you sibling asks "are you eating ice cream?" and you respond, "Perhapples" and proceed to finish off the ice cream in front of them.
