This term is generally used towards one or more persons that is not actually Mentally handicapped, but rather one who blatantly refuses to PAY THE FUCK ATTENTION and learn or better understand what's being said, there by willingly choosing to remain being a stupid dumb fucking RETARD, that will obviously NEVER FUCKING LEARN....
When Chuck had to repeat herself for what seemed like the millionth time, her answer to the question that the Dumbfuck prison bitches asked her yet again, after she gave them the same answer she always gave them, she said in an exasperated and annoyed tone "WHY DON'T YOU P.T.F.A. RETARD(S)!! " But the dumbfucks still haven't and most likely won't ever P.T.F.A. and will always remain RETARDS.....

Brought to public attention by Bob Woodward and Carl Bernstein in the book on the fall of Richard Nixon, All The President’s Men, ratfucker was Nixon’s term for a political operative who sows chaos among opponents; an agent provocateur. It is thought to have originated among campus political rivalries at USC, and seems to have some usage in the US military.
Along with Nixon’s other ratfuckers, Roger Stone caused fights at otherwise peaceful Democratic Party protests to generate a false narrative that the Democrats were violent and dangerous.
