Noplomacy 

The opposite of diplomacy in which a country has made no effort to staff embassies around the world.

I guess our current plan for the State Department is NOPLOMACY instead of interacting with the now staff less embassies.

Niplomacy 

1. (adj.) skill in managing negotiations while having/interacting with someone who has hard nipples, so that there is little or no ill will or awkwardness.

Her hard nipples were so obvious I had to practice my niplomacy skills.
