Noel Magpantay appears to be the proper name of an unknown Filipino. The name appeared in the Belt Ranks tab of the Modern Arnis Wikipedia page that said the name "literally means grandmaster" followed by another ridiculous belt rank called "zero degree black belt" pertaining to those in the probationary stage of being a black belt in Modern Arnis.

Magpantay in Filipino actually means "to be aligned" or "to be the same level as". The funny name probably means that a grandmaster in Modern Arnis "to be the same level as" Noel Magpantay who in reality is a nobody.

There is a big possibility that a hacker botched the rank name since Wikipedia is an open information portal.

I am going to die before being a Noel Magpantay.

Ratfucker

Brought to public attention by Bob Woodward and Carl Bernstein in the book on the fall of Richard Nixon, All The President’s Men, ratfucker was Nixon’s term for a political operative who sows chaos among opponents; an agent provocateur. It is thought to have originated among campus political rivalries at USC, and seems to have some usage in the US military.

Along with Nixon’s other ratfuckers, Roger Stone caused fights at otherwise peaceful Democratic Party protests to generate a false narrative that the Democrats were violent and dangerous.
