Lonamsheg 

Long on arms, short on legs. It's a type of general outfit style that follows one basic rule in order to qualify. All that's needed in an outfit to be of this style is that the sleeves of your shirt or jacket, etc. have to be longer then the length of whatever you wear for your lower part of the body.

Examples of this type of outfit include a hoodie with shorts, a sweater with skirt, a really long sweater, a long sleeve cardigan with short shorts, an open denim jacket with a crop top and mini skirt, the girl uniforms used in DDLC, and many many more.

One may use this style on purpose because they like to show off their legs more. It happens to be used a lot in anime for some reason, which can get anime fans into that style to. And sometimes it may be used to make girls look more formal. The season this is used the most would be spring because it's often colder in the morning but warmer in the afternoon so one might wear an outfit with shorts, a skirt, or a dress and put on a jacket or hoodie over it in the morning but remove it when it gets warmer.

And lastly, this is not a new trend. It is just a general style that only depends on sleeve length and the length of what's below. One shouldn't try to follow this general style in hopes it might help them look or seem popular, since it probably won't work. A general style wouldn't help one in fashion in any way to.
