This originated from the voice actor Matt Mercer and his DnD streams on the Geek and Sundry Twitch channel called Critical Role.

He says it when a player kills the monster with an attack and giving them the chance to give it some flavour.

The acronym was established by the community as the whole phrase is just way too long.
