When new technology adds bells and whistles and manages to overcomplicate the usability of an application or experience.

This application is all fangled up! I can no longer find where the preferences are located.

it means like to screw something up, to make something weird, usually refers to something that has to do with taste

example: "man, this macaroni and cheese is all fangled up"
