Cop Shopping 

When a shallow narcissistic person wants revenge really badly and the local cops won't do anything. They then go cop shopping from district to district until they can file false charges and police reports. Usually practicing their lies from cop to cop as they go district to district around the area they actually live in.
Carol Baskin couldn't get any Tampa judges to do anything about The Tiger King, so she went cop shopping around Florida until she found a judge that would help her sue him.
