Someone with an arrogant disregard for rules which they think don't apply to them, or dismisses objections to unfair or privileged behaviour. Generally marking someone as a twat who considers themselves special, or is surprised when it turns out they are not and the rules do apply to them.

Setting the rules for everyone else but doing as you please yourself, against the rules. Never admitting you were wrong and simply being an arrogant tit.

He did a cummings when he told the rest of the country to stay at home but went to see his family. If he’d had stepped down it wouldn’t have mattered but he was too arrogant for that.
