This especially applies to ones that are harmful when acted upon, such as pedophilia, zoophilia, necrophilia, etc. If someone says they are pro-contact, they typically mean that they believe you are free to act on these interests, and that said things someone is attracted to can consent.
Person 1: I am a pro-contact zoophile. I believe that animals can consent, and that it is okay to have relationships with them.
