Slang for an exuberant druggie who is high off PCP. They tend to act out very oddly in public, populated places. Can also be used in the context where someone is acting very unreasonable.

"Did you hear what happened with Shane?"

"Yeah, his mother kicked him out for being high all the time. I've see him out on the street acting crazy. He's nothing but a goop head now."
